Chibli Tawfiq Al-Aryan, son of a deep-rooted political family and entrenched leadership, was born in Rashaya in 1907. He studied in its school and then at the Deir El-Ashayer school, before leaving his studies to devote himself to political and parliamentary work, amidst a fierce struggle between the leadership of the Daoud and Al-Aryan families in the Rashaya region during that period, which was characterized by feudalism.
During the Great Syrian Revolt led by Sultan Pasha al-Atrash, his father's house burned down on the day the French burned Rashaya, so he left with his father and family to the town of Deir El-Ashayer, located on the Syrian border, where they lived for years before returning again to Rashaya al-Wadi.

Chibli Al-Aryan was an ally of the martyr Kamal Jumblatt. During the outbreak of the 1958 revolution, he played a decisive role in those events against the rule of President Camille Chamoun. He lived in Deir El-Ashayer and oversaw the distribution of weapons, which he would obtain and distribute to the revolutionaries, and he was sentenced to death along with his brother Khuza'i.

Al-Aryan was elected as a deputy for the Bekaa Governorate for the Rashaya district in the 1947 term, and was re-elected in the 1960 and 1964 terms. He was selected as a member of several parliamentary committees, including: National Defense, Agriculture, General Planning, Agriculture, Information and Posts.
