Adel Fouad Hamieh, born May 22, 1940, is a Lebanese politician and environmental engineer.

He studied civil engineering at the American University of Beirut, graduating in 1962 with a Bachelor's degree, and continued his postgraduate studies, obtaining a Master's degree in environmental engineering in 1974. He was appointed Minister of Finance in October 1982 in the second government of Shafik Wazzan, then Minister of the Displaced and Minister of Public Works and Transport in April 2005 in the first government of Najib Mikati.

 

Biography

Adel Fouad Hamieh was born in Beirut on May 22, 1940, and is from Ain Anoub, Aley District. He received his primary education at the Lycée Français and his secondary education at the International College. He studied civil engineering at the American University of Beirut, graduating in 1962 with a Bachelor's degree, and continued his postgraduate studies, obtaining a Master's degree in environmental engineering in 1974.

He has conducted studies and research addressing potential sources for securing water needs for Beirut and its suburbs. He is a lecturer at several universities, including the Lebanese University, the Arab University, and the American University.

 

In Politics

He held the position of Chairman of the Board of Directors of Railways and Joint Transport between 1974 and 1992, and was Vice President of the Arab Union of Railways between 1977 and 1982. He was also a member of the Council for Development and Reconstruction during this period, and a member of the Board of Directors of the Investment Development Authority of Lebanon (IDAL) from 1995 to 2000. In addition to his work as an engineer in his private office, he monitors and manages projects as an expert and arbitrator for international organizations.

He was appointed Minister of Finance in October 1982 in the second government of Shafik Wazzan. However, he resigned from the ministry on September 5, 1983, in protest against the Kfar Matta massacre.

He also served as Minister of the Displaced and Minister of Public Works and Transport in April 2005 in the first government of Najib Mikati.

During his tenure at the Ministry of Finance, he contributed to the issuance of legislative decrees, particularly those related to the system of holding companies, the system of companies whose activities are restricted to outside Lebanon (offshore), business banks, medium and long-term credit banks, the regulation of the Beirut Stock Exchange, and the establishment of the National Bank for Development and Reconstruction (which was later abolished). He was a proponent of the idea of moving factories from cities to rural areas and provided significant facilities to achieve this.

 

He chaired the Alumni Association of the Faculty of Engineering and Architecture at the American University of Beirut between 1973 and 1993, was the honorary president of the Lebanese Scouting Association from 1984 to 1988, and is a member of the Druze Confessional Council.
